RESUMO Este texto delineia, a partir de Foucault, Fassin, Rancière e Butler, a existência de um enquadramento biopolítico de cidadãs e mulheres empobrecidas no contexto da implementação de políticas sociais. A reflexão aqui desenvolvida apresenta resultados parciais de projeto de pesquisa desenvolvido com apoio do CNPq, no qual são analisadas 150 imagens relacionadas ao Programa Bolsa Família, reunidas entre os anos de 2003 a 2015, publicadas nos veículos Folha de S. Paulo, Estado de S. Paulo, O Globo, Veja e IstoÉ. (...) O argumento central é que esse enquadramento envolve a produção de narrativas que traçam distinções entre modos de vida considerados “dignos” e outros não, ressaltando situações de vulnerabilidade da vida e da governamentalidade que formata cenas de aparência, preparando-as para definir cidadãos e grupos exemplares a partir de determinados parâmetros de consideração e apreciação. ABSTRACT From the perspectives of Foucault, Fassin, Rancière and Butler, this paper outlines the existence of a biopolitical framing in press pictures of impoverished women included in the Bolsa Familia social project. The present reflection is based on the partial results of a research project developed with the financial support of CNPq in which we analyze a total of 150 pictures related to the Bolsa Família Program. They were collected from the newspapers Folha de S. Paulo, O Estado de S. Paulo, O Globo, and the magazines Veja and IstoÉ from 2003 to 2015. We argue that the biopolitical framing involves the production of narratives that distinguish ways of life that are “dignified” from those that are not. It also highlights situations of vulnerability and governmentality that shape appearances and prepare them to define citizens and exemplary groups, using certain parameters for consideration and appreciation. O Transtorno do Espectro Autista (TEA) é caracterizado pela presença de déficits persistentes na comunicação e interação social, além de padrões restritos e repetitivos de comportamentos, interesses e atividades. Como forma de viabilizar a inclusão das crianças autistas no ambiente escolar, a orientação dos professores que atuam com este público é de suma importância. O objetivo do estudo é apresentar a experiência de orientação feita para os professores que lecionam para alunos autistas, acompanhados pelo Núcleo de Atenção ao TEA, da (...) cidade de Monte Alto-SP, no período de junho de 2022 a junho de 2023. Trata-se de um estudo descritivo, do tipo relato de experiência, embasado na ciência ABA (Análise do Comportamento Aplicada) e relacionado às vivências com os professores em orientações, realizadas mensalmente. Como resultado, observou-se a dificuldade dos docentes em acolher estes alunos, direcionar atividades, lidar com comportamentos disruptivos e no manejo das atividades de vida diária. Discute-se a importância de uma ferramenta de apoio para proporcionar aos docentes maior respaldo teórico à prática com alunos autistas, para contribuir na inclusão, aprendizagem e socialização no ambiente escolar. Esta experiência ampliou as vivências sobre a perspectiva do professor na inclusão escolar de crianças com TEA, lançando luz sobre a necessidade de formação teórica e instrumentalização dos docentes, considerando as particularidades de neurodesenvolvimento e comportamento desta população e contribuindo para a maior eficácia da assistência educacional inclusiva. Este texto realiza uma revisão de literatura em torno dos principais aspectos que envolvem a construção da cena dissensual em Jacques Rancière, evidenciando como a potência fabulativa da racionalidade ficcional produz momentos quaisquer que perturbam os encadeamentos consensuais de ações, gestos, existências e experiências. A partir da produção de intervalos e liminaridades, é possível reconfigurar temporalidades e espacialidades a fim de desestabilizar e desierarquizar as relações de dominação e propor outros imaginários. O momento qualquer suspende a ordem corriqueira do tempo, (...) redispõe o visível, as ações e as formas como as coisas e os seres aparecem, a maneira habitual de ocupar um espaço, a forma de identificar-se como indivíduo e de inscrever-se nas relações. Assim, a cena de dissenso, tomada como singularidade e como operação a partir da qual se pode produzir momentos de rêverie (devaneio fabulador) que fraturam imaginários consensuais, altera o modo como lemos, vemos e ouvimos o outro e o mundo a nosso redor. Argumentamos que a cena realiza uma desmontagem das explicações previsíveis, deslocando consensos e oferecendo um imaginário antihierárquico e no qual coexistem múltiplos tempos, espaços e existências. A noção de “interesse público” parece ter uma tradição antiga e profícua nos estudos políticos, em particular nas pesquisas sobre mídia, comunicação e política. No entanto, parece haver um aparente paradoxo entre a própria noção de “interesse” e a ideia de algo “público”: como uma ação ou decisão política pode contemplar a miríade de interesses de grupos e indivíduos diversos? Este artigo delineia alguns aspectos da noção de “interesse” no debate atual sobre comunicação política. Com base em uma pesquisa bibliográfica, (...) este artigo argumenta que, nas últimas décadas, as principais obras sobre o tema têm dedicado menos espaço à noção de 'interesse público' como uma entidade única em favor de uma visão mais nuançada e identitária cultural, noção que contempla a pluralidade de uma esfera pública repleta de novas formas de ativismo e demandas coletivas por espaço, igualdade e visibilidade. BackgroundWe assessed potential consent bias in a cohort of > 40,000 adult patients asked by mail after hospitalization to consent to the use of past, present and future clinical and biological data in an ongoing ‘general consent’ program at a large tertiary hospital in Switzerland.MethodsIn this retrospective cohort study, all adult patients hospitalized between April 2019 and March 2020 were invited to participate to the general consent program. Demographic and clinical characteristics were extracted from patients’ electronic health records (EHR). Data (...) of those who provided written consent (signatories) and non-responders were compared and analyzed with R studio.ResultsOf 44,819 patients approached, 10,299 (23%) signed the form. Signatories were older (median age 54 [IQR 38–72] vs. 44 years [IQR 32–60], p <.0001), more comorbid (2614/10,299 [25.4%] vs. 4912/28,676 [17.1%] with Charlson comorbidity index ≤ 4, p <.0001), and more often of Swiss nationality (6592/10,299 [64%] vs. 13,813/28,676 [48.2%], p <.0001).ConclusionsOur results suggest that actively seeking consent creates a bias and compromises the external validity of data obtained via ‘general consent’ programs. Other options, such as opt-out consent procedures, should be further assessed. (shrink)

Se realiza una revisión bibliográfica con el objetivo de analizar los diferentes códigos éticos y deontológicos internacionales, regionales y nacionales de los que se nutre la especialidad de psiquiatría. Se concluye que el comportamiento ético se basa en el sentido de la responsabilidad individual de cada psiquiatra hacia cada paciente y en la capacidad de ambos para determinar cuál es la conducta correcta y más apropiada. Las normas externas y las directrices, tales como los códigos de conducta profesional, las aportaciones (...) de la ética y de las normas legales, no garantizan por sí solas la práctica ética de la medicina, pero constituyen un importante marco referencial. A literature review was performed with the objective of analyzing the various international, regional and national ethical and deontological codes that the psychiatry specialty feeds on. It is concluded that ethical behavior is based on the sense of individual responsibility of each psychiatrist to each patient and the ability of both to determine what the correct and appropriate behavior is. External standards and guidelines, such as professional codes of conduct, the study of ethics and legal standards alone do not guarantee the ethical practice of medicine but are an important framework. This article examines the life and activities of the Italian intellectual Aldo Mieli as examples of the impact on intellectual agendas of interference by the authorities. Mieli is nowadays known as one of the founders of the history of science as an autonomous discipline and as a pioneer of gay rights. For most of his life he managed to further his activities related to the history of science. The political career that he started as a young man, however, was cut (...) short because the Italian Socialist Party could not accept his homosexuality. His first exile, and his leaving of one of the two journals he had founded, _Rassegna di studi sessuali_, in the hands of people close to the Fascist regime have been generally seen as Mieli’s free choice. But his private correspondence reveals that his hatred and fear of the regime left him with no option. In particular, the regime did not tolerate any opposition to its demographic policy and its own view of eugenics. As a consequence _Rassegna_ was brought into line and Mieli pushed aside. The Fascist regime thus covertly closed down a prominent forum for discussion of sexuality and homosexuality. (shrink)

Public-private partnerships are established to specifically harness the potential of Big Data in healthcare and can include partners working across the data chain—producing health data, analysing data, using research results or creating value from data. This domain paper will illustrate the challenges that arise when partners from the public and private sector collaborate to share, analyse and use biomedical Big Data. We discuss three specific challenges for PPPs: working within the social licence, public antipathy to the commercialisation of public sector (...) health data, and questions of ownership, both of the data and any resulting intellectual property or products. As a specific example we consider the case of the UK National Health Service providing patient data to Google’s DeepMind AI program to develop a diagnostic app for kidney disease. This article is an application of the framework presented in this issue of ABR. Please refer to that article for more information on how this framework is to be used, including a full explanation of the key values involved and the balancing approach used in the case study at the end. We use four specific values to help analysis these issues: public benefit, stewardship, transparency and engagement. We demonstrate how the Deliberative Framework can support ethical governance of PPPs involving biomedical big data. (shrink)

In 2004 Emanuel et al. published an influential account of exploitation in international research, which has become known as the 'fair benefits account'. In this paper I argue that the thin definition of fairness presented by Emanuel et al, and subsequently endorsed by Gbadegesin and Wendler, does not provide a notion of fairness that is adequately robust to support a fair benefits account of exploitation. The authors present a procedural notion of fairness – the fair distribution of the benefits of (...) research is to be determined on a case-by-case basis by the parties involved in each study. The fairness of the distribution of benefits is not assessed against an independent normative standard. Emanuel et al.'s account of fairness provides a framework for objecting only to transactions that occur without the fully informed consent of the weaker party. As a result, a debate about exploitation collapses into a debate about consent. This is problematic because, as the proponents of the fair benefits framework acknowledge, neither the trial participants' consent nor the host community's consent preclude exploitation. Attempts to stipulate normative standards of fairness to protect research subjects in developing countries have been controversial and divisive, and it is therefore understandable that bioethicists would be tempted to develop accounts of exploitation that are independent of such prescriptive principles. I conclude, however, that the utility of the fair benefits model of exploitation as a policy tool will ultimately depend on whether a substantive principle of fairness can be developed to underpin it. Throughout March and April 2020, debate raged about how best to allocate limited intensive care unit (ICU) resources in the face of a growing COVID-19 pandemic. The debate was dominated by utility-based arguments for saving the most lives or life-years. These arguments were tempered by equity-based concerns that triage based solely on prognosis would exacerbate existing health inequities, leaving disadvantaged patients worse off. Central to this debate was the assumption that ICU admission is a valuable but scarce resource in the (...) pandemic context.In this paper, we argue that the concern about achieving equity in ICU triage is problematic for two reasons. First, ICU can be futile and prolong or exacerbate suffering rather than ameliorate it. This may be especially true in patients with COVID-19 with emerging data showing that most who receive access to a ventilator will still die. There is no value in admitting patients with poor prognostic indicators to ICU to meet an equity target when intensive critical care is contrary to their best interests. Second, the focus on ICU admission shifts focus away from important aspects of COVID-19 care where there is greater opportunity for mitigating suffering and enhancing equitable care.We propose that the focus on equity concerns during the pandemic should broaden to include providing all people who need it with access to the highest possible standard of end-of-life care. This requires attention to culturally safe care in the following interlinked areas: palliative care, communication and decision support and advanced care planning. (shrink)

Fibring is recognized as one of the main mechanisms in combining logics, with great signicance in the theory and applications of mathematical logic. However, an open challenge to bring is posed by the collapsing problem: even when no symbols are shared, certain combinations of logics simply collapse to one of them, indicating that bring imposes unwanted interconnections between the given logics. Modulated bring allows a ner control of the combination, solving the collapsing problem both at the semantic and deductive levels. (...) Main properties like soundness and completeness are shown to be preserved, comparison with bring is discussed, and some important classes of examples are analyzed with respect to the collapsing problem. This paper aims to show that to reduce the level of exploitation present in (some) international clinical trials, research sponsors must aim to provide both an ex-ante expected gain in utility and a fair ex-post distribution of benefits for research subjects. I suggest the following principles of fair risk distribution in international research as the basis of a normative definition of fairness: (a) Persons should not be forced (by circumstance) to gamble in order to achieve or protect basic goods; (b) (...) In cases where one party is gambling with basic goods and the other party is not, the distribution of benefits and burdens must be arranged so that they are of greatest benefit to the worst off; (c) In relationships where one party is gambling for basic goods and the other party is not, the party gambling for basic goods must be assured of some guaranteed benefits in addition to the chance of gaining some potential benefits.These principles are applied to the case of HIV international research. I conclude that the research (as described) is mutually advantageous but still exploitative because the distribution of surplus benefits is unfair. It is unfair because research subjects are gambling with and for basic goods but they are not assured of a fair ex-post distribution of benefits. Principles (b) and (c) are not satisfied. Research participants are not accorded enough guaranteed benefits to outweigh the risks they undertake. (shrink)

Although scholars agree that Aquinas believed the pagan could possess “true but imperfect” virtues, there is deep disagreement over the question of how these “true but imperfect” virtues should be understood. Some scholars argue that Aquinas believed the pagan’s imperfect virtues are nonetheless ordered to a genuinely good end (his natural good) and are connected by acquired prudence. Other scholars argue that Aquinas believed that any virtues that the pagan possesses are considerably more limited: they are more akin to dispositions (...) than habits, and they are not connected. This paper argues that this latter position is incoherent. If one is willing to concede that the pagan can perform genuinely good actions, then one must concede that the pagan can possess genuine (albeit imperfect) virtues that are connected by acquired prudence. Advances in technologies and biomedical informatics have expanded capacity to generate and share biomedical data. With a lens on genomic data, we present a typology characterizing the data-sharing landscape in biomedical research to advance understanding of the key stakeholders and existing data-sharing practices. The typology highlights the diversity of data-sharing efforts and facilitators and reveals how novel data-sharing efforts are challenging existing norms regarding the role of individuals whom the data describe.

In their response to ‘Public interest in health data research: laying out the conceptual groundwork’, Grewal and Newson critique us for inattention to the law and putting forward an impracticably broad conceptual understanding of public interest. While we agree more work is needed to generate a workable framework for Institutional Review Boards/Research Ethics Committees, we would contend that this should be grounded on a broad conception of public interest. This broadness facilitates regulatory agility, and is already reflected by some current (...) frameworks such as that found in the guidelines approved under Australia’s Privacy Act. It remains unclear which elements of our broad account Grewal and Newson would reject, or indeed where the substantive disagreement with our position lies. (shrink)

This target article considers the ethical implications of providing prenatal diagnosis (PND) and antenatal screening services to detect fetal abnormalities in jurisdictions that prohibit abortion for these conditions. This unusual health policy context is common in the Latin American region. Congenital conditions are often untreated or under-treated in developing countries due to limited health resources, leading many women/couples to prefer termination of affected pregnancies. Three potential harms derive from the provision of PND in the absence of legal and safe abortion (...) for these conditions: psychological distress, unjust distribution of burdens between socio-economic classes, and financial burdens for families and society. We present Iran as a comparative case study where recognition of these ethical issues has led to the liberalization of abortion laws for fetuses with thalassemia. We argue that physicians, geneticists and policymakers have an ethical and professional duty of care to advocate for change in order to ameliorate these harms. (shrink)

Animals as Legal Beings is a new and important monograph-length treatment on the inadequacies of both a property and a personhood approach to the legal status of nonhuman animals. In line with decades of literature arguing for the abolishment of the property status of animals, Professor Maneesha Deckha, Professor and Lansdowne Chair in Law at the University of Victoria, British Columbia, Canada, adds a novel twist: personhood, the typically preferred alternative to a property status for nonhuman animals, is not a (...) good option. In most states in the U.S. it is legal to carry a concealed handgun in public, but little is known about why people want to do this. While the existing literature argues that guns symbolize masculinity, most research on the actual use of guns has focused on marginalized men. The issue of concealed handguns is interesting because they must remain concealed and because relatively privileged men are most likely to have a license to carry one. Using in-depth interviews with 20 (...) men, this article explores how they draw on discourses of masculinity to explain their use of concealed handguns. These men claim that they are motivated by a desire to protect their wives and children, to compensate for lost strength as they age, and to defend themselves against people and places they perceive as dangerous, especially those involving racial/ethnic minority men. These findings suggest that part of the appeal of carrying a concealed firearm is that it allows men to identify with hegemonic masculinity through fantasies of violence and self-defense. (shrink)

Over the last half century, United States debates about abortion focused at first on the question whether the fetus is a person with rights and later on whether involuntary conception—for instance, as a consequence of sexual assault—might mitigate a woman’s responsibilities toward the fetus she carries. This article argues that, whatever one’s position on these two questions, a third, morally salient dimension of most US women’s experiences of unwanted pregnancy deserves more attention: both abortion and birth burden women with their (...) inevitable moral failure to fulfill their responsibilities to persons who frequently have de facto last‐resort and unavoidable claims on them. Using Lisa Tessman’s work on moral failure and Pope Francis’s interventions on abortion and mercy, I argue that this moral anguish is not a simple emotional remainder. Structural evil, not necessity, is the primary driver of forced pregnancy choices that injure women and their children both materially and morally. Consequently, whether they abort or carry to term, women with unwanted pregnancies need mercy or forgiveness. But they also need compassionate solidarity: prophetic, active efforts to transform the social structures that make material harm and moral failure, and consequent moral anguish and moral injury, inevitable for many pregnant women. In this study, we examine the relationship between appeal to self-perceptions of moral identity, included in the teaching of ethics, and the strengthening of moral judgment among postgraduate business students. As appeal to moral identity emphasizes personal engagement in the appraisal of an ethically charged situation, it addresses critiques of abstract rule application and principle transfer leveled at traditional business ethics teaching. Eighty-one participants completed a series of reflective writing exercises throughout a twelve-week business ethics unit. Based on an instrument (...) completed at the beginning and end of the education process, our results indicate a positive shift in moral judgement intensity. We, therefore, recommend appeal to moral identity as a leverage strategy to be employed in business ethics education in order to strengthen students’ moral judgment. (shrink)

Concerns about exploitation pervade the literature on commercial cross-border reproductive care, particularly egg selling and surrogacy. But what constitutes exploitation, and what moral weight does it have? I consider the relationship between vulnerability, limited choice, consent, and mutually advantageous exploitation. To elucidate the difference between limited choice and consent, I draw on an account of relational autonomy. In the absence of a normative principle of fair distribution, it is unclear whether the providers of reproductive goods and services are treated fairly (...) in such contracts, and therefore whether they have been exploited. I finish with some pragmatic recommendations for minimizing risks and empowering egg sellers and surrogates. (shrink)

El ensayo que presentamos a continuación consta de dos actos y un excurso. Los dos actos están dedicados al análisis del Cármides de Platón. En el primero, introducimos al tema del diálogo, la sophrosyne o sensatez, y mostramos el tránsito que se da, en el diálogo mismo, de la pregunta por la sensatez a la pregunta por el conocimiento. En el segundo, desarrollamos más detenidamente el tema de nuestro interés: las conclusiones respecto del conocimiento que van desprendiéndose de la indagación (...) respecto de la sensatez y, principalmente, que un saber que se precie de ser un saber de sí mismo o un saber del saber no solo nos conduce a sinsentidos, sino que resulta ser inútil. Estas conclusiones no parecen ser del todo percibidas por los interlocutores de Sócrates, y muy probablemente sea por ello que no pasan a un nivel mayor de análisis. De este modo, si bien el diálogo no llega a una definición cabal de la sensatez (ni, asimismo, del conocimiento), pensamos que sí pueden extraerse de él consideraciones fundamentales respecto del conocimiento, las cuales serán brevemente reseñadas al final de nuestro trabajo. En el excurso pretendemos presentar una suerte de ejercicio que consiste en usar esta refutación de la posibilidad y utilidad de un conocimiento exclusivamente reflexivo que arroja el Cármides de Platón para examinar las primeras meditaciones metafísicas de Descartes. Nos interesa evaluar con estas pistas, y de manera sumamente breve y libre, qué resultado puede obtener una empresa como la que pretendió realizar, varios siglos después, el filósofo francés. There is increasing global pressure to ensure that pregnant women are responsibly and safely included in clinical research in order to improve the evidence base that underpins healthcare delivery during pregnancy. One supposed barrier to inclusion is the assumption that pregnant women will be reluctant to participate in research. There is however very little empirical research investigating the views of pregnant women. Their perspective on the benefits, burdens and risks of research is a crucial component to ensuring effective recruitment. The (...) Research In Pregnancy Ethics study set out to ascertain the views of pregnant women about research participation using an inductive thematic analysis. We conducted semi-structured interviews with 20 women who had participated in a double-blind randomised placebo controlled trial in Wellington while pregnant. Our results show that at least some pregnant women recognise the value and importance of research during pregnancy. The women we interviewed were deeply invested in the research process and outcomes. Key motivations for participating were altruism, playing a valuable civic role and the importance of research. The main perceived burdens related to inconvenience and time commitment. For some women, possible randomization to the placebo arm was regarded as a burden or disadvantage. (shrink)

In order to demonstrate the great importance of Philosophy in the elaboration of current scientific theories, a parallel was drawn between concepts of pre-Socratic Philosophy and current modern theories. Thus, throughout this essay, the convergences between some elaborations developed by philosophers and their reinterpretation from a scientific point of view, supported by the scientific method and the present technological apparatuses, were exposed. In this sense, having as its core the reflection about the atomic theory of Leucippus and Democritus, we investigate (...) the way in which atomism dialogues with the modern Atomic Theory to the Quantum Theory, through concepts of Kosmos and Cosmology. In a second moment, origin of life theories were revisited from the pre-Socratic concepts of Psykhe. Finally, Philosophy and Science are brought together as possible and complementary tools for the restoration of the amplification of thought and investigative processes. (shrink)

En este trabajo, a partir de un repaso de la hipótesis Nietzsche en la concepción foucaulteana de la genealogía del poder y de la constitución de los Estados modernos, se trata de ver de cerca el �caso Argentina�, en alguno de los autores fundacionales, en especial la impronta de la recepción sociobiológica que permitió la configuración ideológica de las principales instituciones estatales en la llamada �generación del ´80�. El evolucionismo fue la herramienta científica, el discurso debajo del cual se encubrieron (...) los intereses políticos por higienizar el cuerpo social, para someter cuando no exterminar a las �razas inferiores�, a los gauchos, indios, negros y sirvió para legitimar las políticas de sojuzgamiento, dominación y aniquilamiento de los sectores sociales que resultaban superfluos en el nuevo orden. Research suggests that people with psychopathic traits experience fear-inducing stimuli differently from others, seeming to interpret fear as more positive and less negative. We expected that this reaction, termed fear enjoyment, would impact the effect of fear-inducing stimuli on self-report risk-taking behaviour. Risk-taking was measured before and after viewing excitement- and fear-inducing videos (N = 825). As expected from research showing that fear induction tends to reduce risk-taking tendencies, participants showed reduced risk-taking scores following a fear-inducing stimulus. Importantly, this relationship (...) was moderated by psychopathic traits. Participants who did not decrease their risk-taking tendencies following the video scored significantly higher on psychopathic traits. Also, some of the variance in the relationship between psychopathic traits and change in risk-taking was partly accounted for by fear enjoyment, suggesting that future research should examine whether fear enjoyment may play a role in the relationship between psychopathy and risk-taking. Cet article constitue l'un des éléments d'un dossier comparatif international sur le traitement médiatique de l'attentat survenu à la gare d'Atocha à Madrid en mars 2004. Centré sur la Roumanie et basé sur l'étude d'un corpus de trois quotidiens nationaux, il analyse les orientations du discours développé par la presse de cet état dans les jours qui ont suivi cet événement dramatique. Il montre que le mode de traitement journalistique développe une vision fataliste et tragique de l'événement. Il met en (...) évidence les stratégies «émotionnalisantes» qui sont mises en oeuvre. Axées sur les victimes roumaines de l'attentat, elles sont observables dans les trois journaux tant sur le plan verbal qu'iconique. L'article souligne enfin que l'événement à portée internationale des attentats de Madrid ouvre pour les journalistes roumains l'opportunité de dresser, au plan interne, une radiographie sociopolitique assez sévère, tout en mobilisant des mythes et des archétypes culturels qui confortent les valeurs nationales roumaines.This article is one of a comparative study on the international media coverage of the attack in Atocha train station in Madrid in March 2004. Centered on Romania and based on the study of a corpus of three national newspapers, it analyzes the stand taken by the press of the state in the days that followed this dramatic event. It shows that the method of treatment journalistic develops a fatalistic and tragic event. It highlights strategies "émotionnalisantes" are implemented. Focused on Romanian victims of the attack, they are observable in the three newspapers both verbal qu'iconique. The article stresses that the event of international scope of the Madrid bombings opens to the Romanian journalists the opportunity to develop, internally, a radiograph sociopolitical severe enough, while mobilizing myths and archetypes that reinforce cultural values Romanian national.
